Print the pages on regular paper or cardstock and cut out the pieces.
Roll the cone, then secure the shape with the large tab using glue or double-sided tape.
Place the cone on top of the base, then fold the tabs on the cone base upward and secure them to the inside of the cone.
Fold the orange tabs on the "Happy Birthday" sign toward the front of the sign and the white tab toward the back. Use the tabs to secure the sign to the base of the cone.
Use the tabs on each car piece to secure the cars to the perimeter of the cone base.
Fold each flag in half along the dashed line and insert a toothpick or thin wooden dowel in the crease. Use glue or double-sided tape to secure the flag.
Insert the flags into the top of the cone and point one in each direction.
